hmmmm..... i have VLC media player and you can slow down vids on that. It's fairly crude though, the increments are set, and you lose pitch (like slowing down tape or vinyl), so it's only really useful for slowing to half speed (an octave lower).
but it is also simple and straightforward to use, and you can use it to loop sections of video (and/or audio) using the "advanced" controls
dunno how cheap or easy it is to download/buy 'cos i was given it

just above the play/stop buttons there is a slider that moves across while you are playing (there's probly a techie term for this but i don't know it). At either end of this there are little arrows like this << on the left, and on the right >>
click on the left one to slow down, and the right one to speed up. a little box on the bottom right that normally just says x1.00 will then display the speed (x0.67, x0.50 etc.)

For VLC, if you download the most recent version (or maybe even on the older versions), if you use these keyboard buttons:

You can decrease or increase (respectively) the audio/video speed (while maintaining pitch) by increments of 10% (which I think is more than fine). If you want to get better quality, you have to resort to stuff like Transcribe (which I've never used) or to the Amazing Slow Downer (which I think is great for audio) along with a separate video editor (I use Sony Vegas).

with the VCL player .. i
it does not lose pitch ...
just load your video and look at the top toolbar that says PLAYBACK
go down that one to where it says SPEED and then choose ...faster ..slower ..faster fine etc
Also if you put ADVANCED CONTROLS ...
by toolbar @VIEW...Advanced controls ...
you will now see a LOOP feature appear on the bar that starts and stops play..
(its a little square button with A B on it very small ...)
anyway with this you can choose to start a loop and where to stop it ..
So if there was one bit you wanted to hear better ... you click on it as it is starting the bit you want ....then click on it again when it is past the bit you need ...
After that it will just continuously play that clip round and round ...and then you could slow it down to what you need ...

if you slow down to half speed, it will be an octave lower, so same key, no need to move capo or re-tune. if you are getting same key or same pitch on 67% speed you must have a more recent update version than mine! (mine is probably really old, like i said, it was given to me, and i have never updated it - after all, it works!)

You can also focus on the left or right hand in VLC by going to: Tools> effects and filters > Video effects > Geometry and clicking the Magnification/Zoom box. This brings up a window you can slide around to view the video better. I find this combined with slowing down the video works great.
In case you wanted to convert video formats there is an excellent and free piece of software called format factory.

Windows Media Player does the same thing (right click on "play" button to slow down rhythm without change in pitch) for videos in WMV format. I download YouTube videos in FLV format and convert them to WMV with free programs (Firefox plug-in to download and a free conversion program). I suppose there's some deterioration of quality but it works well enough for me.
