It can have sections in compás (and it would be a 3 beat, so as you said, 3,6,9,12), but in general you definitely don't need to stick to that, and to be honest I think you'd be better off not sticking to that. Free form has its own challenges, you shouldn't shy away from them by clinging to compás!
