Tablaos or bars?? I only hit tablaos cus I was too lazy to search out the bars. The carboneria was my favorite but it's all pretty top notch people at the big tablaos. Favorite place to drink beer? Cien montaditos hahaha cheap beer and montaditos for days. Definitely no 'menco though lol
We kind of are on a low budget trip so I guess tablaos won't be an option, unless the entrance is free of charge. So bars it is. Tao Ruspoli recorded a lot of videos on a bar called El Mantoncillo in Triana. Anyone knows if it still works and who usually goes there?
This summer I spent some nice evenings at El Tabanco de Sevilla (C/ Rosario, 15), depending on the season/calendar they have more or fewer live shows. No cover charge. Also Casa de la Memoria is a great starting point to figure out what's going on: http://www.casadelamemoria.es/agenda/.
Museo del Baile Flamenco (C/ Manuel Rojas Marcos, 3 http://www.museodelbaileflamenco.com) will have really good shows. During the second week of July, I took a baile accompanimente class by Tino van der Sman in the basement of the museo (nice and cool). The evening concerts were really terrific.
