Resolution in Fandangos on which beat? 

Harmonically, Fandango resolves to the tonic E on beat 3 of the 3rd bar.
| E E Am | Am Am Am | G F E |

Rhythmically, the resolution occurs on beat 2 of the 4th bar where you play abanico paip.
| E E Am | Am Am Am | G F E | E E E |

Which one is correct? Harmonic or rhythmic resolution?

I think one needs to pay attention to both.

'Harmonic'
Following the cante melody because there can be extra 3s- not always a regular pattern of 4 groups of three.

'Rhythmic'
Depending on how you count, but thinking in 6s. 1 2 3 4 5 6. Where 1 4 5 are more accented in the compas, and closing on 5.
There are other ways to count e.g. dancers can use 12, starting on 12 where 6s and 3s have the 1. And even though there are often 2 x 6s or 4 x 3s better to think in 6s and also be aware of 3s because the singer may add those.


If you do a search you can find past discussions on understanding Fandangos de Huelva compas - varying from several different but overlapping ways to count, to don't count.

Both. The situation is similar to Soleá where you have a resolution note on count 10, and a remate (arpegio) that continues and accents count 12. Mathematically you could try to "map" the Soleá pattern onto fandango, but there are issues that arise so don't do that literally.

You can "literally" play the soleá closing arpegio phrase when the first E resolution occurs to see how it works.
