It is a synonym for "construct" and any number of other verbs referring to assembling or making something according to a plan. My pet peeve is the constant use in the U.S. of the phrase, "coming from," as in "I know where he's coming from," meaning one knows what lies behind his thinking or actions. More coolspeak. And it is downright ludicrous the number of articles by reputable journalists who use the term "penultimate" to mean the final, the ultimate of whatever they are writing about. It means second from last, and it confirms once again my opinion that aspiring journalists should obtain a degree in history, political science, or English; anything but a degree in journalism!
