Antonio Rey playing a Soleá from Paco

Most of it is from Cuando Canta el Gallo, except from 2:20 to 3:20. The falseta at 2:53 is from Gloria Al Niño Ricardo.

I don't think picado like that comes just from practicing

Antonio Rey obviously has natural talent, however at a recent workshop he told that he has investigated and carefully studied technique for years. He has spent countless hours of very highly disciplined practice with a metronome. He continues to do so and strongly advises this to students in order that they may progress.

There was a youtube video (now removed) last year in which he was discussing how he might improve his own picado, it's clear he is still seriously immersed in perfecting his technique- practicing seems to be working for him!

Same kind of thing for PDL, whatever he says now about not needing to work on technique, he was taken out of school and shut in a room to practise many hours a day from an early age.

Then there is the story, I think from Enrique de Melchor, on tour with Paco in the early seventies. He woke up early one moring and Paco was out on the balcony practising scales.
Enrique said something like "what are you doing man, it's way too early in the morning to be awake?" and Paco replied something like "Tío Sabas [Sabicas] is still better than us, we gotta practise!"
You can probably find it on Flamenco-World, article/interview with Enrique de Melchor, that's probably where I read it [just don't try to buy anything].

Practice the same amount of hours, as intensely as Antonio did, have the same resourcess, advices and inspirations he had. Then come back in 20 years and if your picado is not at his level, you may say the above sentence.
