Is my fingerboard plastic with wood ... 

Developed a chip at the 1st fret, see pictures. Looks like white plastic underneath. Do you think the fretboard is plastic with a veneer over the top? Or some sort of patch job that has been uncovered?

Just curious if you have seen this before. Cheaper China made guitar so not interested in repairing it. Just wondering if this is common.

Wouldn't surprise me one bit, that you are correct, but I'll leave it to the luthiers in the room to give you their response's

Looks like a fill of epoxy has been uncovered.

Hard to tell but the way it chipped does look a little bit like veneer... what does the end of the board look like if you take the nut out?

looks like a fill to me too. Looks like during fretting or re fretting the edge got chipped and repaired with epoxy.

I don't think so. To cover plastic with rosewood veneer seems to be more work than just using a piece of rosewood (and rosewood it seems to be). I think it's a filling of epoxy. I did it once on an oud with a chipped fingerboard ...
