. the technique u asked about was rasgueado if thats what you were refering too, and u genuinely wanted to know...its on the first page of almost every flamenco book...or if you do a search of it on youtube you will find loads and loads of video examples and slow videos..
also u can check out flamenco lessons.com i cant find any videos from there for rasqueado atm but heres simple quick introduction i just found ..
hes doing 5 fingers strokes, i think Paco is doing 4 in the video u posted..hes doing some other things too , using different fingers for strumming but i think u should probably get used to rasqueado first before u make it too complicated for yourself good luck...keep searching on youtube for different version and explonations etc....

Patience will reward you, as Sal says "your hands can get used to do all sorts of odd things if you take the time to train them"

practice 5 stroke and 4 stroke rasqueado really slow the trick to it is to do it slow , with control, (power in each finger) no lossing control...as a good parctice even extend the pause between strokes
eg.
X ..........A..........M...........I...........I Down Down ... Down .. Down ... UP and repeat evenly...
4 stroke is the same but start from A
keep doing those slow and evenly until (controled, powerful and even most important) no trying to rush continous aand speed before its time...you will know then the time is right because it will feel natural and sound natural and even...if theres a brake in Evenes its probably when you come back up with the I..so be concious of that and try to make it as even as every other finger..
u get a good continous rasqueado by doing it evently and powerfull and a bitt slower if you have too rather then faster..and digg in ..u want power not those light brushing effect kind of rasqueados
practice it ridicoulusly slow ...the slower u practice the more secure it becomes
