the Mexican National Luthiery prize

Anybody know how long they have been giving the Mexican prize for luthiery?

Is there a web site that lists the winners?

Do they give it just for guitars in general, or are there flamenco, classical, steel acoustic etc. divisions? Is it awarded for other kinds of instruments? Bowed instruments, etc?
