Buleria is mostly played in por medio - in the A Phrygian key. The tonic chord is A major. Open position of A major is in the middle of the fingerboard vertically. That's why it's called por medio. If you want a typical Buleria sound, you may play it in por medio. Not sure if por arriba can create that kind of vibe.

Listen to some bulerías de Cádiz: almost always in E major. That is why they are used to finalize the baile por alegrías, where the cante is usually por cantiñas.

Is the reason why it's in por arriba the singer's vocal range? I mean por arriba is the second best. Otherwise always por medio. That's my impression. Correct me if I'm wrong.

Nonsense. Por arriba en el quinto(a) is por medio open. Or por arriba on fret 3(G) is por medio on fret 10, which leaves no room for the tocaor. It is just a way to give the most comfortable tone for the artistas. This is really very simple. Even in Jerez you can hear bulerías por arriba.
Alegrias in Cádiz is almost always in C, but can be in A or E. And both cantiñas and caracoles have their little sorties in mi/fa even though they are in a major key.

Yes, but most often it’s the actual range of the melody. The same singer who can sing solea de Alcala at 2 por medio, will want to drop down to por arriba for solea Apolá, so the stronger range of the voice can be used. Same deal for various fandangos styles, and serrana vs siguiriyas, etc.
