Can a falseta for buleria be slowed down and used successfully for a solea por buleria or does it not usually work because the buleria is faster than solea por buleria?

In short, yes. Unless I'm mistaken, Gerardo's "Plaza De Arenal" has a falseta that he frequently uses in Bulerias.

Depends on the falseta, but in theory yes, or for solea, and vise versa. Also, some stuff can be used at the same speed, but 2 beats in bulerias become 1 beat in solea/solea por bulerias (or the other way around). The typical cierre on 10, 11, 12 of solea then becomes a cierre in bulerias on 6,7,8,9,10.
