I'm having problems with my Picado in that, sometimes my nails get caught on the string.
When doing the pulgar technique, I'm unsure as to whether or not the tips of the other fingers should gently rest on the golpeador, providing support to the hand.

Nails catching are likely due to too much length and/or not ramped correctly. Your fingertips should literally feel like they are slipping off of the string.
As far as pulgar, I would say if you are doing all pulgar runs, it would be okay to lightly make contact on the golpeador with the m and a fingers (i you typically need free during pulgar runs). I would definitely learn how to to lots of pulgar without contact of other fingers on the soundboard though too as you are not going to want that contact if you have to turn pulgar into alzapua. Everyone is different though and the best advice would be that you need to adapt your technique if there is any pain or fatigue occuring.

As soon as this happens, Straight to the NAIL FILE. File em down under the nail a little bit and then slowly work with softer files to get the good quality sound. The nails seem to affect my picado the most :S.

the filing helps, i also shaped them to classical guitar style. its like ive gotten a speed boost! as for the pulgar, im finding that i make some mistakes when i dont rest my m & a fingers below high E and i also get more buzz. guess i need to practice it more

Nice. Yes, I don't file my nails any differently between classical and flamenco guitar. Instead of resting past the high E, maybe also try lightly planting the index finger on the high E?
