Picado--digging in and floating 

It seems there are two ways of attacking the strings. One, digging in, entails pushing in with the fingers (or pulling) in a muscular fashion, producing loud picado and using a lot of energy. The other, you need to keep the hand stable, and the fingers basically flutter or brush the strings lightly. These are actually two sides of a continuum.

Practicing these two, or actually practicing with a range of dynamics, will help to find the right sensations. Actually I believe that succeeding in making your hand motionless (except for vertical movement across the strings) is a sign that you've gotten the right feel.
