rasgueo seco? 

as regards introducing the palo, is their any specfic rasgueo's used to set the tempo for specifically for buleria or would normal rasgueos used when playing the chords be substituted equally, or are their specific rasgueos incorporated with golpe's for setting the mood or tempo?

looking at what tomate's doing her it seems his just hitting with the four fingers or an thumb and maybe the odd golpe thrown in?

NO set pattern, but yes you can use normal rasgueados and strumming. As you can see Tomate is using his wrist movement mostly, and he does not strum bulerias that way most of the time.
