i have tried contacting a few people on the dcflamenco site, but no one has replied yet.

Far as I know, there is not anybody. I have a few students out that way that may or may not teach on their own, but living in DC, I drive all the way up there once a week to play because there are no other pro players in that area. If you are willing to drive 50 minutes down to my place, you could have lessons with me. Other wise, I can put you into contact with my students closer to you.
