weak i finger...and rasgueado

Hello everybody...

Can anyone suggest how can i increase the strenght of my i finger ,because i noticed it's a lot more "unpowered" than my m finger...
I suspect my first guitar teacher (who unfortunatly is the most important because you're young and you should receive training with the proper technique...) didn't work out my indice (through exercices & scores) enough and now it's falling behind medio (the same thing happens to a lot of people with the a finger...) , noticeble especially in picado where you must have perfectly balanced tension between i/m no?
My p-i-p & p-a-i-p rasgueado are affected too, and i can't seem to get my indice to the level it should be whatever io do.. :-(
And one more question: On "Tangos del Arco Bajo" how does Vicente Amigo play that incredible rasgueado just before the entrance of the cantaora (about 1:38 seconds from the start of the song) .. i'm very curios because i'd love to do that...;-)

it sounds like vicente does a P-m-P rasgueado with a volume swell.
