Buy the one that sounds and plays better- better tone and loudness with strong trebles.

Totally impossible to answer since you dont give any information on the guitars but only on name and label.
Concentrate on buying yourself a guitar that you like. Concentrate on sound, setup, pulsation, feel and what makes you play well.

As everyone has pointed out, unless you can play them it is almost impossible to make an informed decision.

I could say that the Felipe shop has a better reputation from what I have heard, but then 10 people here would say they visited all three and the Atocha has a gem and the others were meh, overpriced etc...

Obviously your preference for a negra or a blanca could be a factor? Typically and generally speaking, a blanca has a more "traditional" flamenco sound and look, but that is quickly becoming a thing of the past! So again, you have to play them. Perhaps you can have the person play the guitars for you over the phone hehe. I say this because people have made me do it!

If you want a negra, you don't buy a blanca. If you want a blanca, you don't buy a negra. Buy what you want. If you don't care, then buy the one that plays and sounds the best to you. Label doesn't matter.
