what does RasA mean (technique) 

hello, im new here, from turkey, and i have a question for you.
guys what does RasA mean (for the right hand technique)?

Welcome to the foro simal!
What's the context? My guess is that it's some kind of reference to a rasgueado (ras). The "A" could just be the nomenclature if it's in some kind of teaching book "play rasgueado A", or maybe it could mean rasgueado abanico, but that's just my guess.

i asked a friend and he said it meant p up a down i down but it doesnt make much sense to me, perhaps it does to you?

Yeah that would be one form of abanico. Watch this, it's in Spanish but you can get an idea of what it's about just by watching his fingers (the very first one is what your friend described):

He shows different forms of abanico (so different finger combinations) but the one your friend described works well. A lot of this technique is just in the wrist. Type up "abanico" in the foro's search bar and you'll find a bunch of other discussions about it and maybe something that'll help you get the gist of it.
