Paco Serrano Question 

I´d like to know if his "Manual de la guitarra flamenca" is available in Spanish exclusivly. I prefer an English version.

There is one version of this product. The DVD has very little talking, the talking is in Spanish and there is an English translation in the PDF handbook that accompanies it.

The DVD is mostly Paco playing through falsetas first slow, then performance tempo, then a long hard stare at the camera before it cuts to the next scene

He does not stop and explain things or break things down so an English version would not help you any more IMO.

Paco speaks in Spanish exclusively, but the PDF includes transcriptions of the whole thing in Spanish, English and Italian.
