Can I use cedar braces on spruce top... 

I was asking somebody and he told me I can find spruce top and cedar braces but spruce braces is very hard to find in my country (Egypt).

Yes. But they may need to be about 20% wider and thicker than if they were spruce to achieve a comparable result. I say this because I find that I need to make cedar soundboards that much thicker. The cedar I am referring to is Western red cedar.

On the other hand, you could make the fan braces from cutoffs from your top.

I think the top will not be thick enought to get the braces from its cuttoffs

I've been using Western Red Cedar exclusively for fan bracing for about 45 years.

I have a very nice 1976 José Lopez Bellido and the harmonic bars and fan bracing are definitely not made of conventional spruce.
It looks like they have been made either in cedar or in a reddish douglass spruce or redwood.
