Has he thought of how he's going to spend the £200 in "expert tuition"?

He's still waiting for confirmation about exactly how they're going to provide the money - remember this is the local council.

I suspect it won't be an envelope filled with tenners

On the contrary Graham.... it probably will be in a brown envelope hidden behind the cistern in the 3rd lav in the "gents" at the train station.
That's how they probably receive most of their "bonuses" themselves and it's hard to break a long habit.

So, what happened to that venerable old landmark "Wigan Pier"???

(I was stationed up near there in my National Service days - Suez Crisis, 1956).

Well; now it can be told: There was a rumour afoot from MI-5 that the Egyptians were planning an attack on Wigan to blow up the Pier. In retaliation for the cowardly British attacks on Cairo and Port Said.

And we didnt even have James Bond to save us back then.

(Needless to say, I didn't get a shot off. . . )
