As Mike says, the key to playing a broken chord, or arpegiato, is to place your fingers on the strings first (plant them). You need to dig in slightly to get good tone/volume and lift them off in a plucking motion one by one.
Practice it slowly at first to get a loud clean sound on each string, then just try rippling through in one motion. eg playing the G, B and top E.
Try turning your wrist outwards slightly at the thumb as you play it - it helps to put a little forearm rotation into the movement.
Note: it is much easier to play an ascending arpegiato, as decsribed above.
Howveer, if you are trying to play a decending (E, B, G) one then its better not to plant al fingers at once, but to plant them one at a time. This takes a little more practice to get up to speed.
