Hey ToddK, not sure if this will be helpful to your girlfriend as when I used these I already had been taking classes, but here's my 2 cents.

I've got a few of the series of El baile flamenco. You can see them here:

https://www.flamenco-world.com/tienda/categoria/clases-de-baile/81/

Some of the links on flamenco world show a small section of the DVD so you can take a look and see what you think. They come in two levels - basic and advanced, and they have a DVD to learn the steps from and a CD to practice to when you have. I think the DVD is compatible with US and Europe. Most have one or two forms on each DVD.

I don't always find it easy to learn steps from a DVD, particularly if they are complex, but it can be done, and in fact have performed one of the dances at a party. The dancer does the whole dance in costume so you can see where you are headed, then does smaller sections slowly in practice dress so you can see the steps more clearly.

I'll ask around my friends to see if they have any other suggestions.

No, I strongly disagree on the Manuel Salado DVDs. I have 3 of them and they're useless for trying to learn from at beginner and elementary level. I have the Adrian Galia video on Sevillanas and would imagine his rival series of DVDs to be a little bit better than the Salado series. As a previous correspondent said try to get to a class if at all possible.
