The actual stopping point is "3&". So he is anticipating count 4. The next compas starts on 6, but you think it feels like 12, right? Understand that it is WRONG to count 12's for BULERIAS unless you are doing a cuadrao (square) dance accompaniment. THis (your Tomate remate) is called a "medio compas" by some, and by others, nothing at all, it just feels natural. THe only thing I can say to help you is that if you have already ingrained counts 1-12 in your body, try to start thinking that 12 and 6 have the same feeling. Meaning, if you did not count, it would not matter if you felt either beat the same. So 1 and 7 feel the same, and 2 and 8, and 3 and 9. So the important thing is that you can notice a Cierre on either 4 or 10, because they have the same feeling. Bulerias is NOT just a fast solea or alegrias. You will find the exact same type of cierre SOMEWHERE in the the music of EVERY guitarist at some point. From Sabicas to anyone nowadays. Listen to Moraito accompany Jerez singers. He usually closes with medio compas every letra. He demonstates this in his instructional video, rather matter of factly. When you hear just normal chording for bulerias, A to Bb, think of that Bb change on count 3 as an UP beat anticipating count 4. Then when you change back to A on count 9 you do a rasgueado that accents count 10. So play the same but do a rasgueado ON the Bb change, and just cut the A chord on 9. Notice the symmetry of the rhythm when you do that. With most beginning students, I get them to feel this simple rhythm first, then counting comes later when it is time for dance class.
