In most cases you should lift, in some you can slide. If you're only moving a few frets, it's ok to slide as long as you don't make noise doing it. Use your discretion in each case You should also practice muting the strings with your left hand, in changing positions and in other circumstances. Two good exercises I think are in Seguiriyas and Sevillanas, at the end of some Seguiriyas passages and at the end of each copla in Sevillanas there is a dramatic and sudden pause that is usually accomplished by muting with the picking hand. But I think this can be practiced with the fretting hand too, which is how I first did it because I had learned to mute that way when I played jazz. Now I use a combination of both depending on the situation.
