Among Bulerias falsetas in A Phrygian, the falseta at the end of Bulerias Neferet by Manuel Valencia is in my book the most beautiful.

Whenever I play it I can't help but appreciate how masterfully he composed this.

I am deliberately arguing for most beautiful [in the key of A Phrygian] rather than the best overall.

A hunch of mine is that he took the E7 to A major arpeggio and composed the falseta around it.

I wonder if there's a godfather falseta that this is inspired from?

A close contender of this spot for me is the 3rd Falseta in La Tumbona.

At what timestamp exactly in this video? (precise start time and end time)

You mean this - 1:42 to 2:20 - regarding PdL's Tumbona?
