I've found that such areas can be induced to accept polish by first applying some shellac by brush--not by brushing it on, necessarily, but often by dabbing it on by touching with the tip of a small brush that is not holding too much solution. The touched-on spots have to be separated from one another, otherwise they run together and make a mess. It may look funny at first, but after subsequent drying and then polishing, it looks right. In your case, since you've sanded the areas back, you could actually brush on seal coats in the areas and then polish. I would try that before anything else, since there's little to lose.
