@2:06. Right after the rasgueados ends.

As he plays 7 & a | 8 & a | 9 & ...

Note wise: A# index C | D index E | F downstroke [with golpe]

The problem occurs right with the transition from E to F downstroke [with golpe].

If the F note was simply just that note without the down stroke & golpe, then I wouldn't face any issues at all. So the problem occurs from having to play a series of notes with pulgar AND immediately following it with a pulgar down stroke + golpe in quick succession.

Even though my movement primarily comes from the forearm, I just can't do it cleanly high enough tempo. It stops being clean from onwards of 170 bpm or so.

You can see even PDL struggles as @ 2:08, he misses the accuracy of playing the D note on the 5th string.

For now, I have resorted to hammer-ons. So for the 2:06 part, I am playing the E with a hammer-on before the F with golpe.

What is the right approach to playing this? Or is it simply too difficult?

it is fast so go a bit slower but a couple of things. The F is a chord actually so try without the index double time notes and just walk up the scale to the chord. Bb C-D E-F (Bb Chord). They are triples so swing the C-D and E-F. What happens the first time is the E is a hammer, however, you can practice it slow but at bulerias tempo, there will be a threshold where it is just two fast to retract and strike with the thumb. AT Solea por buleria tempo you would want to attack the note with no hammer-on. The phrasing is like that anyway (1,2,3...7,8,9, etc.)Make sure that the C-D bass notes you drag the thumb through. Same on the next group of notes, the Bb is on 6 and C on 5th and the D he misses would again be a hammer.

Once you have the timing of just the thumb with the swing going on, put the index fill in notes back in.
