At that tempo I can easily make abanico triplets of those, meaning 6 per 8th note. Slowed down there are 18 notes total (two missing from this score), so I feel it as triplets starting on the & after beat 1. "rest...&-2-& 3", each getting six strokes, stop on 3. All that assuming it is the first time around 30 seconds in. Later on in the piece around 2:35, it is a bit faster and he might be dividing the beat this way. But again he would be using the abanico. It is best to slow the recording down and count the strokes. It could be irregular if you just focus on the top note melody as 8th notes while rolling constantly.
