All you’re really asking is who plays nylon stringed guitars with a pick. That it’s not so common might point to the combination not being as effective as others, and the distinction provided by the “flamenco guitar” subset is probably irrelevant. But not to make my answer a total loss, I think Joe Pass and some of the older jazz guys did that (nylon strings, that is). Willie Nelson would be another example, although I’m not 100% sure if he used a pick. It’s kind of a niche application, though. It’s probably done a lot on recordings where they are looking for that specific sound or for a ‘Spanish’ flavour or the like but it isn’t mainstream with soloists that I’m aware of.
