Hola ! I cant talk for everyone, but its been my experience backpacking in spain for about 2 months that in general guitar courses are about 15 euros an hour, most times you can get a workshop ( several hours with the same teacher ) and comes to around 10 euros an hour. Altough im sure you could learn a lot just be playing in a park, and in flamenco clubs, the aficionados are usually really open about teaching you stuff if they feel your genuily interested. I remember Simon ( escribano ) telling me how a gipsy could sing for you for an entire day if you can keep compas but are playing something incredibly simple, but wont look at you twice if your trying to play something you cant control ![;)] Also, for me, i found Sevilla to be more of a flamenco city, jerez as a lot of stuff as well, but to me it was really hard to get into the scene unless you have contacts there.
