Exeter seems to have a slightly better scene (ie more dance classes plus a few local gigs) and the folk there have started putting on workshops at Taunton, brining down Spanish pros from London. Bristol has the best scene of all in the South West - at least two pro level guitarists (Ricardo will know Cuffy from Gerardo's course) plus regular gigs with cante, baile and toque in various combos at wine bars and pubs. There's a SW Facebook flamenco group.
