Yes in the pulgar section he is teaching more the technique than palo structure. I think you are expected to know little about the differences between palos, at least as far as what they sound like. Solea in A phyrigian, or Solea por medio, is often played a little more quick than in E (mi or por arriba). Remember the palo or form is easier to determine from the point of view of the cante. For solea por medio and solea por bulerias, you play a lot of same stuff guitar wise, but the cante determines the real difference. Playing "por bulerias" is just that. It is bulerias. "Solea por bulerias" is it's own separate song form, and is not a slow bulerias. Of course the "compas feel" is different, because the tempos are so different. But there are some falsetas that can be done in all 3 palos, but of course they feel different in each because of the speed. Hope that helps a little.
