Why medium tension strings can feel like extra hard on some guitars?
What is the reason for that?

i dont know ... i have the same problem in a way , and if u put a capo on 3rd fret
mine it's almost untouchable . I hope u're not playing at 0 Celsius ,cause that would
be understandable.

It's extremely possible if your scale length is longer than average, but extra hard? That's quite a jump! Another possibility is that your brand of strings produces strings of higher tension relative to medium tension strings from other brands. I do also notice sometimes especially in a cold room that my strings become stiff and hard to play.

"carbon trebles would be brighter than regular nylon for example"

gotta get me some carbon ,that's composite right ?

Pulsation? If I remember correctly some people want guitars with large pulsation, which means a slight attack of the strings gives a big sound, while guitars with small pulsation require alot of effort to get a large sound out of it. I am not sure if I remember this correctly, but if it is so, then I am not sure how it affects the feel of strings.

Scale length is 650mm, temperature in a room: +21.. +25 Celsius. I changed Hannabach 827HT to D'Addario normal tension - there is almost no difference in feel on my guitar...

nealf,
Could you please give me a link to the pulsation explanation - it seems to be it, because response and "pulsation" is pretty poor on my guitar.
