Preferably a router with a circle cutter base. The base is relatively easy to make. I would probably do it like this. Route a round channel using your circle cutter into the sound board just a little wider that the blocks of wood you want to use. Then glue your blocks in in the order you want. The edges don't need to line up and in fact should be larger than the finished size of the wooden ring you want. Then once the glue has dried, use a smaller router bit the same size as the banding you want to use on the out side and trim either side of your blocks to form a circle then glue you bandings in, cut them flush and your done! If you only want wooden blocks and no banding then you will have make the the wooden ring in a scrap piece of wood and inlay it into the soundboard after.
