Hi, To start with, the maestro Lotfi whoes video you've attached passed away just a few months ago:( . He was great. Now about Setar, Se=three and tar=string. You might say, well it has 4 strings! Originally it had 3 strings but a chap called Moshtagh Ali Shah ( a sufi) added a bass string which is known after him as Moshtagh. Like a lot of other Iranian instruments you have 1/4 steps on it. I can't remember the standard tuning now but it is tuned differently based on the Dastghah (similar to Palo in Flamenco). From newer generation of players who have combined rythms and melodies I recommend listening to Masoud Shoari.
