Example: I used to oppose Germany´s strict guilde system and laws, which for many carftsmen branches required a master degree for shop owners. ( Helping with keeping German craft overly expensive, if not to say blackmailing customers.) Now, due to EU law much of the rule has been removed, with the consequence that unqualified undertakers ( now allowed to conduct craftsman biz) are badly harming customers through ruined jobs. Appropriate solution / average: No master degree needed, but journeyman degree should still be mandatory. Another example: I like to read in Ander´s post how Spanish communities could be checking street musicians for minimum skills first. Only reasonable, considering how residents might have to otherwise endure hours of say cacophonies like of beginners´trumpet or fiddle playing. - And in view of completely unrestricted noise: Over here in terms of allowed nuisance the sky is the limit. And so salvagers alikes put cranked megaphones on their pickups and blow your windows with their blurb ( "I take old fridges, heatings ..."). In some quarters dozens of these passing your house daily. That is on the other hand where regulation or much more even education for considerate being is certainly too little in place. Ruphus
