But even so, i believe it is that motion that gives you the speed but controlling it is difficult and for a long time my picado was some weird triplet but after watching grishas video and really focusing on pressing the strings down into the guitar first before releasing...instead of dancing on top of the string...i have much more control...i'm not saying it's perfect every time either though haha.

Picado is all about coordination.

You can't expect flicking your fingers freely to be indicative of speed
on an instrument.
Thats like tapping the keys on a qwerty keyboard as fast you can
and expecting that to be an indicator of how fast you'll be able to type.

Its been studied at length, and its always said that high amounts of fast
twitch fibers are only a small part of the equation as to what makes
an exceptional athlete. Training, discipline, and focus are much more
important.

I agree. I've found that my posture has to be just right, my thumb has to really be anchored hard on the top of the guitar and has to move fluidly with the scale...Also what i mentioned before about grisha's video and pressing each string down into the guitar first; in my opinion this is what gives you the control and also teaches your fingers where the strings are. Then there is the other very important thing in grisha's video....always hitting the string where the flesh meets the nail, this allows yours fingers to glide through the strings with little/no hangups...if your nails are to long, they can get in the way. Occasionally i'll forget to do one of these things and it will throw off my picado. I'll sit there all pissed off for 30-40 minutes and then finally remember these things. I'm still working on the discipline thing though.
