With every post (applies to this foro too actually), the poster tags his reply that defines the type, obvious ones that come to mind and keep it simple, (subject related), (irrelevant comment), (comic remark), and the ever so popular (insulting remark). Then viewers would choose to focus on (subject related), or anything else to see the complete content. That right there would reduce the web content to 1% of it's size. I know... users would pick the wrong categories, but the owner of the thread or content could clean it up. Anyways, since this won't happen, I could rate it as both (subject) because it is possible, and (irrelevant comment) since it won't happen.... ahhh nothing is simple.
