Go to the lutherie section, check out who all the luthiers are on the forum, see which one you think you like and ask them if they have any 2A instruments for sale. Your still not getting away with much less then $2,500 though......

Assuming you are not without a modicum of skill, a hands on trial is by far the best approach. I can tell you from sad experience that buying online leads to wasted money. The idea that for a few bucks you will luck out with a gem is fools gold. But beyond the sound the feel of the fingerboard and the spacing of the strings can be paramount and can only be judged in actual use. But as you want it cheap you should lower any expectations that you might have as to sound.
Francisco Navarro has been getting a lot of good notice lately and his student flamenco sells for $995 but it would be unrealistic to assume it is the same model that Vincent Amigo raved about. If you live in the states he has dealers in Houston. If you are daring you might travel to Paracho Mexico to his shop. I think the State Department still has an advisory against the region though.

If one knows where to look then used ones are the best way to go, usually about half the price of a new one.
