The ring finger and pinky are connected at the same tendon so I don't think it's possible? Why does it even matter for a 3 finger rasgueado? Or I'm just not understanding the problem and what you want to do.

Why do you want to keep it straight?
My right hand pinky cannot be straight because of a hand desease. Its always bent some 30 degrees, but I have no problems doing 1, 2, 3 or 4 finger rasgueado

Thumb changes depending on the sound you want. Rest thumb on 6th string .... Keep thumb straight you target treble strings for bright sound....bend the thumb and flick the fingers into the basses for a darker yet percussive snappy sound.
