As I remember it, in Germany you´d put your bulk garbage in front of the house and the municipal garbage collection would come and pick it up.

Then gradually, with the degrading post- WWII boom, folks would overcome the humiliation and frisk the bulk for useful items. At first in very small numbers, ashamed, active only late at night when noone would be watching, then increasingly more people doing it until checking bulk garbage became widely acceptable practice over the years.

Why not; right? It reduces dump, serves the needy and helps reclaiming ressources.

Not by German law though, as I learned from trash TV last night.
By German law taking from others´bulk garbage is considered stealing that can be fined up to 10 000 EUR, if the neighbourhood ( around the garbage ) decides to call the police.

Now, what to wonder about?
About a law made by mentality of competition and envy that will even begrudge fellows benefit of one´s garbage; rather wanting it destroyed so noone shall take advantage of it?

Or about a down going capitalist epoche of reckless- and wastefulness that´s about to rediscover its own waste as valuable material ressouce; in the way history has seen it already in the past at the breakup of empires like the Roman one?

Actually not.

It is worth noticing however that in the past decades certain overdue laws that all too obviously used to prior possession over unharmed being, have been reformed in advantage of humane criteria.

Whereas this garbage defending nonesense in the contrary must have been introduced rather recently. ... I suppose.
