I've build 650, 655 and 660 scales, and to be honest, I think there are so many other factors influencing in the feel of a guitar and that it's difficult to seperate them and say: well this is the reason for that. The 650 industry standard is because of its was dictated by spanish factories. 650 is Spanish standard, but if you read old books about guitars and guitar building, you'll see that 650 was considered short outside Spain. 63mm stringspacing at the bridge, weel this you feel, and that's BIG.
