hey guys,.. was at a dance class today.. the guitarist played a phrase of strumming, like a rising sorta tension thing...
kinda like
E Fm G#m A B Cm B Bb7 E
starts on the 1 and the Bb7 is the 8 (I think) and the E is the 10..

I come home but I can't seem to phrase it properly... anyone knows how it should be played? maybe something similar?

You need to know what Emajor is... Its

E F# G# A B C# D# E


The cords you are searching for are...

E F#m G#m A B (C#m)

I know a progression that goes E F#m G#m A B. I have no idea if its the one you heard. Theres no C or C# in that one. So maybe try that and give feedback whether it was that one.

i'm sure someone can make a recording for you or find a clip, i would but can't right now as i'm in a rush, but the C is right as a passing chord, going right back to B...i would think it finished on Emaj7...

the C-Bb is played quickly after each other, could even be repeated between 6-7-8-9, whatever way you want or whatever way it suits the dance best, but the important thing is to finish on 10 with the E(maj7?)...

there was def a Cm to B in there.. at the 8th and 7th fret..

I'm not sure that's what you're looking for but it looks like your description.
Just before i start the falseta i play 1 compas with a sorta chromatical chords progression.

The strumming is 4 stroke per chords (except for the last chromatic one = 2 stroke)
I just hit the string like if i was holding a pick (down, up, down, up). You can mute some of the stroke.

For the timming i don't know exactly but you have to finish the chromatic around 6+, then there is a rest, then you play B7 on 9, and finish on 10 with E.
