In this song paco start the falseta from 10 or 11 or 12th beat? Please tell me

What version are you referring to? I've not heard it but I expect there will be a few.

Can you post a link to what you are learning it from?

Which falseta? The first one starts on 12 in both the 1969 Fantasia Flamenca and the 1971 El Mundo del Flamenco pieces.
