Where can I buy tabs for Silia Y El ... 

There are a couple versions floating around online but they’re either incomplete or inaccurate.

Unless Vicente wrote the tabs himself they will ALL be inaccurate. At best any tab/transcription will be a personal interpretation by the tabber/transcriber of what is on the original recording.

Having said that Alain Faucher is usually pretty good.... and there is an "official" publication transcribed by Max Herzog. Couple of links here:
