Well, thats what happens to most players in the street. 300,- € fine and a warning.
Next time they´ll take his instrument and the fine will be higher.....
Some places, like Madrid you can get a permission, but you have to go to a place where they will say if you are good enough. AND (and this is ok IMHO) its forbidden to use amplifiers. They dont allow drums, trumpets and other socalled noisy instruments either.

I general, here in Europe, this romantic idea of travelling around playing on the streets is very difficult nowadays. In the bigger cities, where the money is, its either forbidden, you need a permission that you wont get untill 2020 or there´s a local mafia running things.
Its just a picture of how the whole world is funcioning nowadays. There´s absolutely no space for those who either wont or cant live in the main stream.

Where we came from and where we´re heading to.

Considering the first, think for an example to conditions like post WWII, when a guy could start offering removing service with a barrow, then obtain a van, after a while own a truck, then a fleet of trucks, and today be Europe´s largest forwarding agent.

Then, maybe some 20 years later, the top dogs of their individual branch started blocking the market for potential competition. They would make use of institutions like guilds and law makers to have routines and laws introduced that would restrict newcomer´s chances. Usually naturally with backgrounds presented that were allegedly bound to consumers safety concerns or similar.

This making use of legislation to carbonize one´s profits and agenda soon became routine throughout branches, and even trickled down to yet the smallest side branches and professional whereabouts. And meanwhile it has even included occupations that are off any offiicial guild´s sight, like street artistry mentioned above where illegal organisations mingle with municipal admins.

Looking around, there seems literally nothing left that you could just engage into without first bending to some upper instance of your individual branch first. It might be a matter of time until even burglars ought to appoint with top dogs first for their coups and operated regions.

There seems no air left over to be freely and creatively breathed.

Admittedly, not all cases are easy to judge / handle.

Example:
I used to oppose Germany´s strict guilde system and laws, which for many carftsmen branches required a master degree for shop owners. ( Helping with keeping German craft overly expensive, if not to say blackmailing customers.) Now, due to EU law much of the rule has been removed, with the consequence that unqualified undertakers ( now allowed to conduct craftsman biz) are badly harming customers through ruined jobs.

Appropriate solution / average:
No master degree needed, but journeyman degree should still be mandatory.

Another example:
I like to read in Ander´s post how Spanish communities could be checking street musicians for minimum skills first.
Only reasonable, considering how residents might have to otherwise endure hours of say cacophonies like of beginners´trumpet or fiddle playing.

- And in view of completely unrestricted noise:
Over here in terms of allowed nuisance the sky is the limit. And so salvagers alikes put cranked megaphones on their pickups and blow your windows with their blurb ( "I take old fridges, heatings ..."). In some quarters dozens of these passing your house daily.
That is on the other hand where regulation or much more even education for considerate being is certainly too little in place.

Well, Flamenco survived the old Prohibido el cante days: presumably it will survive this.
