Stealing seems a national sport here. And it drives me nuts, whereas people seem to consider it just normal.
About every time that I have repairmen in the house ( about every two months; after all its just a newly build one, right ), first what you have to count with is that they will break something, because of just commonly not having learned their profession ( with the consequential replacement / repair expense on you, naturally ) and being careless on top.
Next thing; they grab things on the way out routinely. And should you on the learning curve clear away tools and things in advance, they will dead sure eye something else.
( Often times even asking you in advance like: "I see you have a X. How does it work? Is it good?")

No matter how you dealt with them. Whether you have been friendly, catered and tipped ... It will absolutely not matter.

They wouldn´t even know how to just spell "paradigm change" even if they were standing in hell with the crap slopping up to their chin.

These days have been holidays, with millions driving out hundreds of miles to make what they consider picknick. Sitting on hills or shores inmidst of garbage. There isn´t hardly one square mile in this country that wouldn´t be covered with garbage. People throwing their trash out of the car window, over their lots wall, or just where they stand.

In some part of the country there even existed the traditional advice: "Throw the waste into the river." That way it would be gone, you know.

If the West is behind paramount news and wordly matters, the East is yet being centuries behind that.
It´s a miracle how that could ever be catched up. Let alone in time!

That was the clearest and funniest post I've ever read from you!

I was laughing out loud at the truths you outlined about the tradesmen leaving your house with more tools than they came in with.....
And the weekend townie tourists packing the kids into the car and having a "natural break" in the countryside and flinging their pork pie, potato chips and chocolate bar wrappers out the car window and leaving their empty plastic coca cola bottles and empty fag packets amongst the rest of the pile of garbage other "nature seekers" have left behind.

They go into work on Monday and say, "Naw, we didn't go ten-pin bowling or to the movies this weeked...we had a natural break in the country..the whole family.
It was awesome".

A big welcome to the Cynics Club, amigo...

As you asked whether this could be in central Europe ...
With this anecdote it shall be clear that it must be somewhere else:

On one of the diverse occassions that I was ranting about littered countryside, someone told me of how they once were on their way and had a French tourist with them.

The French looking over vast plains, populated with meager shrubs that were stocked with sweeped plastic bags:
"Look at that, all covered with plastic stuff ..."

A local:
"Uhm ... Yes, that is our plastic bag plantages".

Last night on German TV channel "ZDF" a literature show turned into a discussion about being at the ramp of basic change.
Approximate quotes: "We have been taking given routines much too much as normal."
"We missed out on utilizing the upswing of the past decades for improving future chances."
"The now ending high economcial standards will remain unique and will probably never be had again."

The latter suggestion one other time demonstrating the sheer incapability of thinking outside of given / unreasonable societal conditions.
Otherwise yet higher living standard than the current / of the younger past would not be excluded from start, but instead potential dispense of vertical economizing and beneficial potential to community taken into consideration as future option.

Intellectual break away yet to come.

Damn; how a missing pump as the last of a long sick line of events can make you wanting to tar and feather some low life!
Maybe time to read Marquis de Sade.
