Samples of flamenco music

Almoraima is probably my favourite. So is Twilight Zone by 2 Unlimited. Did Paco know that Almoraima was sampled by 2 Unlimited?

I also mentioned in this thread that Timbaland sampled the opening part of Arabic music which is in D Phrygian dominant.

I don't think that is a "sample"

To me it's a sample. In the 4th measure of the intro of Twilight Zone there are extra notes added.

I understand a "sample" as an excerpt of an original recording that is lifted out of the original recording and usually looped and layered into the mix of a new piece of music.

Copying a melodic idea and playing it on another instrument or in another piece of music isn't a sample, it could be called a quotation, or just a borrowed tune or motif.

People use the term sample a lot for what you described above. But if you want to be more precise and accurate of course what you understood is correct.
