Step up from Fancisco Navarro Negra ... 

I'm waiting for a Francisco Navarro Negra to be finished. Its about $2500. Wondering if I could spend a little more and move a step up? Say around $3500? Would there be any point?

Your sentence may have a typo. Did you mean.
'Could spend' or 'could have spent' ??

You say you're waiting for it to be finished? So presume you've paid some deposit? Is it even possible for you to say...'I don't want that one anymore' ?

I can't really speak as to the difference in quality you'd get for an extra £1000 without really knowing more.
What would you be getting? Higher grade wood? Nicer tuners?

I mean would it be a complete start over?

Typo corrected. I'm waiting for it to be delivered to a dealer. I have not made a deposit. I have no obligation to buy.

Simply amazing playability and sound. If you do not like it you can send it back to them with refund.

I heard hand made guitars in this price range doesn't vary much in quality. But luthiers on the foro will tell you more.

I would say yes, at 3500 you could get a 2A model from one of the Luthiers on this forum, like Andy Culpepper for example. I personally would prefer that to a concert Navarro model. What are you getting for the extra money here? A different maker/sound and more consistent guitars

Or you could step up to Navarro’s Reyes model.. I think that guitar is French polished, different bracing pattern, you’d have to play them to compare

Would rather have a guitar from Andy.
$3,500 buys a lot of guitar if you look around.
